The Partnership Agreement on the Financial Framework sets out the procedure for concluding specific agreements on annual grants, as well as the general rights and obligations of each party under specific grant agreements. An indicative budget corresponding to the total duration of the project will be included. The Partnership Agreement on the Financial Framework will not require the National Agency to grant specific grants. Since the volunteer is not an active agent, he or she can terminate this voluntary contract at any time for whatever reason it deems necessary.
Volunteer partnerships have been developed to provide organizations with a simplified and flexible alternative format for the conduct of volunteer activities. Voluntary partnership is therefore implemented through three-year framework partnership agreements. It offers organizations a simplified format for carrying out volunteer activities. The volunteer understands that the services provided will be a gift and do not expect a salary, salary or benefit from the organization for the services provided under this voluntary agreement. Experienced voluntary organisations can apply for funding for the development and implementation of longer-term projects within the framework of the European Solidarity Corps. Subject to available resources, national agencies will invite the organizations with which the partnership agreements have been signed on the financial framework to submit a detailed work plan for voluntary activities in order to conclude specific grant agreements for a period of 18 months.
